Terms of Service

Last updated: October 27, 2026

These Terms of Service ("Terms") cover your use of the websites, software and services offered by VNE LLC ("VNE," "we," "us"), including Open Purse and Sectional (together, the "Services"). By using the Services or paying for a plan, you agree to these Terms.

1. The Services

Open Purse is an online tool that matches companies to government grants, contracts and other funding opportunities at the federal, state and local level. Sectional provides custom interactive portfolio maps of an organization's stakeholders, workstreams, funding and risks. We may also provide advisory services under a separate written quote.

2. Accounts

You must give accurate information when you sign up and keep your login details secure. You are responsible for activity under your account. You must be at least 18 and able to enter a binding contract, and if you sign up for a company, you confirm you have authority to bind it.

3. Plans, trials and billing

4. Cancellation and refunds

You can cancel anytime. Details are in our Refund & Cancellation Policy, which is part of these Terms.

5. No guarantee of funding

The Services provide information and analysis only. Funding programs change often, and eligibility and award decisions are made by the government agencies that run them. We do not guarantee that you will qualify for, apply for, or receive any funding. The Services are not legal, tax, accounting or investment advice, and using them does not create an attorney-client or lobbying relationship.

6. Acceptable use

You agree not to misuse the Services, including by copying or reselling our content or data without permission, trying to break or overload our systems, scraping the Services, or using them for anything unlawful.

7. Ownership

We own the Services, our software and our content. You own the information you give us. You give us permission to use that information only to provide and improve the Services for you. A Sectional map delivered to you is licensed for your organization's internal use.

8. Limitation of liability

To the fullest extent the law allows, the Services are provided "as is," and VNE is not liable for indirect, incidental or consequential damages, or for lost profits or lost funding opportunities. Our total liability for any claim is limited to the amount you paid us in the three months before the claim.

9. Changes and termination

We may update these Terms. If we make a material change, we will notify active subscribers by email before it takes effect. We may suspend or end access for anyone who breaks these Terms.

10. Governing law

These Terms are governed by the laws of the State of Maryland, without regard to conflict-of-law rules. VNE LLC is a Maryland limited liability company.
